Militarized Local Police Tap Post 9 11 Federal Grants to Stockpile Combat Gear Use Drones

www.democracynow.org — A new report by the Center for Investigative Reporting reveals that since 9/11, local law enforcement agencies have used $34 billion in federal grants to acquire military equipment such as bomb-detection robots, digital communications equipment and Kevlar helmets. "A lot of these technologies and devices have been around for a long time. But as soon as they have a law enforcement capability, that is a game changer," says George Schulz, with the Center for Investigative Reporting. "The courts and the public have to ask, 'How is the technology being used by a community of people — the police — who are endowed with more power than the rest of us?'" Local police departments have also added drones to their tool kit. In June, a drone helped local police in North Dakota with surveillance leading to what may be the first domestic arrests with help from a drone. The American Civil Liberties Union has issued a new report that calls on the government to put establish privacy protections for surveillance by unmanned aerial drones, especially of people engaged in protests. "We believe that people should not be targeted for surveillance via drones just because they are they are engaged in First Amendment protected activity," says Catherine Crump, a staff attorney with the American Civil Liberties Union.

In President Barack Obama's State of the Union Address, the commander-in-chief mentioned how 3-D printing could change the future, and since then the technology has received a lot more attention. Last year, a gun developer showcased an AR-15 rifle that was made out of several printed parts, but the weapon was only capable of letting off six shots. A company called SelectaDNA has created a special kind of paintball gun that shoots uniquely-coded DNA pellets. It's being billed as a highly effective tool against rioters and other disturbers of the peace. 
SelectaDNA's High Velocity "DNA" Tagging System:
The gun comes in pistol and rifle models and shoots a uniquely-coded DNA pellet that marks the target so that they can be apprehended at a less confrontational time for officers. According to the company: "On contact with the target the uniquely-coded SelectaDNA solution leaves a synthetic DNA trace mark that will enable the relevant authorities to confirm or eliminate that person from their involvement in a particular situation and could ultimately lead to arrest and prosecution."
Now, I'll get to whether this is a good idea in a minute. See, I thought this DNA marking technology was a brand new thing, but according to the company a version of this DNA marking is currently used by ¾ of the UK's police force to mark people's valuables. For under $200 the police will come to your house, spread the specially coded "glue" that dries completely clear in just minutes onto the valuables you want marked. Then they slap a sticker on your window to alert potential burglars that the contents of your home or vehicle are protected by SelectaDNA. According to the company, when potential burglars see a SelectaDNA sign or sticker on property, they are 85% less likely to burglarize it. While that number may be a bit overstated, there's no doubt that this stuff has a very real, practical use. If stolen property marked by this stuff gets recovered, the police can identify the owner within 3 days. Even corporations like McDonalds have begun using a version of SelectaDNA that allows employees to spray robbers with the same stuff that's in the pellets as they leave the store, marking them for identification and physically tying them to the crime scene once they're apprehended by law enforcement. However, marking a robber - or property that could be stolen by a burglar - is one thing, shooting somebody in a crowd of "rioters" is a whole different thing and presents a few problems like:
1) what if the cops miss and hit somebody just standing around, apprehend them later and charge them with a crime?
2) there is a real possibility that less upstanding countries could use the guns to shoot and mark members of a crowd of protesters for future retribution.
So, while this technology is mind blowing and could do a lot of good, just like drones in American skies, I'm far from convinced the positives outweigh the negatives. I'm also afraid that, just like drones, police forces are going to invest in the newest technology and start using it before the public has had the proper debate about its implementation, and before the courts have decided how to deal with it.

Feb. 11, 2010 - At 8:44 p.m. (PST), a short-range threat-representative ballistic missile was launched from an at-sea mobile launch platform. Within seconds, the ALTB used onboard sensors to detect the boosting missile and used a low-energy laser to track the target. The ALTB then fired a second low-energy laser to measure and compensate for atmospheric disturbance. Finally, the ALTB fired its megawatt-class High Energy Laser, heating the boosting ballistic missile to critical structural failure. "First some background. The Pentagon has about 7,000 aerial drones. Ten years ago there were less than 50. According to the website longwarjournal.com, they have destroyed about 1900 insurgents in Pakistan's tribal regions. How these fighters are so clearly distinguished from civilians in those mountain areas is not clear.


People who see invaders occupying their land with military domination that is beyond reach will resort to ever more desperate counterattacks, however primitive in nature. When the time comes that robotic weapons of physics cannot be counteracted at all with these simple handmade weapons because the occupier's arsenals are remote, deadly and without the need for soldiers, what will be the blowback?

Already, people like retired Admiral Dennis Blair, former director "the Administration should curtail U.S.-led drone strikes on suspected terrorists in Pakistan, Yemen and Somalia because the missiles fired from unmanned aircraft are fueling anti-American sentiment and undercutting reform efforts in those countries."
